HEBRON, -:  A Palestinian holds relief goods from the European Union (EU) in Hebron, 14 October 2006. The European Comission said 11 October around 60,000 more needy Palestinians will receive social allowances through a mechanism that ensures the aid money does not reach the Hamas-led government.  The EU is the biggest donor to the cash-strapped territories but it froze direct aid to the Palestinian Authority after Hamas swept to power because it refuses to recognise Israel, renounce violence and accept past agreements.
