HEBRON, -:  A Palestinian woman holds relief goods from the European Union (EU) in Hebron, 14 October 2006. The European Comission said 11 October around 60,000 more needy Palestinians will receive social allowances through a mechanism that ensures the aid money does not reach the Hamas-led government.  The EU is the biggest donor to the cash-strapped territories but it froze direct aid to the Palestinian Authority after Hamas swept to power because it refuses to recognise Israel, renounce violence and accept past agreements.
