Brisco and his wife moved back in April 1st despite heavy damage to their home from Hurricane Katrina flooding. A small number of former evacuees have recently moved back into their damaged homes in the Lower 9th Ward, one of the most heavily devastated areas of the city. The water in the area is not safe to drink or bathe in and electricity is mostly not functioning inside homes. Residents say they are moving back for a vartiey of reasons including the expiration of FEMA housing vouchers, inability to afford payments on more than one residence, or simply a desire to return to the neighborhood.
