MOSCOW, RUSSIA:  A drunken man is removed from a park by members of the special militia "Mushkoi Vitresvityel"which fights against alcoholism in Moscow 22 April. The unit picks up every day some 300  drunken people from the streets of Moscow to avoid crime by alcoholism. The number of crimes committed by drunken offenders increased from 316,000 in 1985 to 600,000 in 1994 , according to an Interior Minister Research Institute.
