Emanuel was expected to return home after cutting short his vacation in Cuba to address ongoing issues with the Chicago Police Department. Protestors have accused the mayor of covering up the shooting of Laquan McDonald by Chicago police officer Jason Van Dyke. Van Dyke shot McDonald 16 times while on duty responding to a call of suspect with a knife in October 2014. Several protests calling for the mayor's resignation have erupted in the city following the release last month of a dash-cam video showing the shooting.
