One is holding up a placard saying that George Osborne is a bit of a Jeremy Hunt (another Conservative minister). The joke stems from a story at that time of broadcasters accidentally calling Hunt a word rhyming with his name starting a c (a swear word). The protest was about the trebling of university fees.
