Mark Daly, lawyer for a domestic helper permanent residency legal case, addresses the media outside the Court of Final Appeal in Hong Kong on March 25, 2013. Hong Kong's top court ruled that foreign maids were not eligible to seek permanent residency in a legal battle that has split the city. Foreigners can apply to settle in Hong Kong after seven years of uninterrupted residency, gaining access to voting rights and the right to live in the city without a work visa. Maids were specifically excluded. AFP PHOTO / Antony DICKSON (Photo credit should read ANTONY DICKSON/AFP/Getty Images)
