Former Japanese prime minister Junichiro Koizumi speaks during a press conference in Tokyo on July 5, 2016.
Koizumi announced the establishment of a fund for US military personnel who have complained of health problems following service in providing aid after the 2011 tsunami and nuclear disaster. The US, which has maintained bases across Japan since World War II, mobilised more than 20,000 troops and some 160 aircraft in rescue, relief and recovery operations after the 2011 catastrophe. / AFP / TOSHIFUMI KITAMURA (Photo credit should read TOSHIFUMI KITAMURA/AFP/Getty Images)
