In the early days of mass migration from North Africa, Italian authorities would tow the ships full of migrants into the port, where they dumped into this boatyard. Many of the boats are bought by human trafficking gangs for the sole purpose of transporting migrants over the Mediterranean Sea. They're often steered by inexperienced and poorly trained crew members. The passengers are not given life jackets. The prices paid for passage from North Africa range from around $600 up to a few thousand.
